Have you checked the mana regen on your equipped items? It might be your ring if it is Burden of the Damned (which it looks like it may be).
Of course it doesn't help that you only have 1 Intelligence. Intelligence is the stat that gives you mana and mana regen (although you mainly get it from your equipment).
